The objective of this article is to consider how multiculturalism, minority rights, and nationbuilding have been defended by Will Kymlicka. For this purpose, I will first attempt to spell out the answers to the following questions: is it possible to defend minority rights in a liberal state? What is the problem regarding this defence of national minorities? Does anybody benefit from minority rights within a nationbuilding process? In order to find out the answer to these questions, I will first introduce (...) the main line of thought found in Will Kymlicka’s views on the defence of the rights of national minorities, the nationbuilding process, and multiculturalism. Later, I will reassess the views of Kymlicka in finding the ways to defend national minorities with the aim of providing support to the minority cultures. (shrink)

Globally, a traditional management model has generally been used to manage disaster situations, including in Bangladesh. In Bangladesh, the government mostly uses the preparedness policy for pandemic outbreak case management. With regard to the limitations arising from the pandemic outbreak the current research will investigate the following questions: when facing a devastating situation, what exactly is the nature of the pandemic outbreak management model incorporated at the governmental level? Keeping these questions in mind, the intention of the existing model is (...) to provide smooth and appropriate assistance to recover from a pandemic outbreak, and to implement effective governance of the situation. This research will identify deficiencies in the current epidemic management policy in Bangladesh, and will assist in forming a new model and developing a systematic procedure for managing future pandemic outbreak situations. The main deficiency in Bangladesh’s pandemic management is that the policy paper has failed to identify all hazardous events that may occur in a pandemic outbreak. In most cases, it has underestimated the issues of bioethical responsibility toward the different stakeholders affected during the devastating situation of a pandemic outbreak. The policy does not emphasize the bioethical model; therefore, it fails to encourage support for either public protection or an ethically friendly management system. The model proposed in this article demonstrates an appropriate way to reduce or, if possible, avoid potential damages and losses from a pandemic outbreak. Automated Vehicles (AVs) are designed and programmed to follow traffic rules. However, there is no separate and comprehensive regulatory framework dedicated to AVs. The current Queensland traffic rules were designed for humans. These rules often contain open texture expressions, exceptions, and potential conflicts (conflict arises when exceptions cannot be handled in rules), which makes it hard for AVs to follow. This paper presents an automatic compliance checking framework to assess AVs behaviour against current traffic rules by addressing these issues. Specifically, (...) it proposes a framework to determine which traffic rules and open texture expressions need some additional interpretation. Essentially this enables AVs to have a suitable and executable formalization of the traffic rules. Defeasible Deontic Logic (DDL) is used to formalize traffic rules and reasoning with AV information (behaviour and environment). The representation of rules in DDL helps effectively in handling and resolving exceptions, potential conflicts, and open textures in rules. 40 experiments were conducted on eight realistic traffic scenarios to evaluate the framework. The evaluation was undertaken both quantitatively and qualitatively. The evaluation result shows that the proposed framework is a promising system for checking Automated Vehicle interpretation and compliance with current traffic rules. (shrink)

The paper explores the logical structure of Rawlsian justice principles in order to see whether their justificatory or explanatory conditions are unproblematic. To facilitate this purpose, drawing on readers of Rawls, the author shows that the Aristotelian principle is used to explain the principles of rational choice, particularly the principle of inclusiveness. Then, on the basis of the Aristotelian principle, Rawls justifies his conclusion, via the principles of rational choice and the theory of primary goods. After figuring out the logical (...) structure of justice as fairness, the author deals with the central objective of the paper, where he exposes some problems suffered by the motivational basis of the principles of justice. The foundation on which Rawls grounds his principles of justice is problematic, and consequently, they remain as matters of contention as of today. The COVID-19 pandemic has deeply influenced the tourism and hospitality industry, and it has also reshaped people’s travel preferences and related behaviors. As a result, how prospective travelers perceive travel constraints and their effects on future travel behaviors may have changed to some extent. Besides, such perception arguably varies across gender. Therefore, this research examines the interplay between travel constraints, gender, and travel intentions for facilitating robust tourism recovery by revisiting the Leisure Constraints Model from a gender perspective. Data were (...) collected through a survey from 357 Malaysian prospective travelers. By conducting path analysis and multigroup analysis, it is found that structural and interpersonal constraints impose indirect effects on travel intentions, and gender moderating the effect of structural cost on intrapersonal constraints and effect of intrapersonal constraints on travel intentions. Based on these findings, this research provides theoretical and practical implications into how to adjust their marketing strategies and travel products during the era of “new normal” for tourism policy makers, destination marketers, and related businesses. Abstract State Machines (ASMs) provide a formal method for transparent design and specification of complex dynamic systems. They combine advantages of informal and formal methods. Applications of this method motivate a number of computability and decidability problems connected to ASMs. Such problems result for example from the area of verifying properties of ASMs. Their high expressive power leads rather directly to undecidability respectively uncomputability results for most interesting problems in the case of unrestricted ASMs. Consequently, it is rather natural to (...) ask whether there exist expressive classes of ASMs for which we can prove positive decidability and computability results. In this work, we introduce such a class of ASMs. The concept is similar to the one of the guarded fragment of first-order logic. We analyze the expressive power of this class and prove that it is stronger than Datalog LITE and the guarded fragment of first-order fixed point logic. Some decidability and computability results have been proven in earlier works. (shrink)

Policymakers increasingly draw on scientific methods, including simulation modeling, to justify their decisions. For these purposes, scientists and policymakers face an extensive choice of modeling strategies. Discussing the example of smallpox epidemiology, this paper distinguishes three types of strategies: Massive Simulation Models (MSMs), Abstract Simulation Models (ASMs) and Macro Equation Models (MEMs). By analyzing some of the main smallpox epidemic models proposed in the last 20 years, it discusses how to justify strategy choice with reference to the core characteristics of (...) these respective strategies. First, I argue that MEMs often suffice for policy purposes, and need to be replaced only if they are insufficiently robust. Such robustness results, however, only requires the use of ASMs, not MSMs. Second, I argue that although MSMs have larger potentials than ASMs in various dimensions, they are also more likely to fail—and that in many cases, this probability of failing outweighs their higher potential. In particular, these dimensions include the representation of the relevant target, the accurate measurement of the relevant parameters, the number of parameters included, the number of mechanisms modeled simultaneously, and the ways of dealing with structural uncertainty. While this in no way excludes the prospect that some MSMs provide good justifications for policy decisions, my arguments caution against a general preference for MSMs over ASMs for policy decision purposes in general and vaccination problems in particular. Professional engineering societies which are based in the United States, such as the American Society of Mechanical Engineers (ASME, now ASME International) are recognizing that their codes of ethics must apply to engineers working throughout the world. An examination of the ethical code of the ASME International shows that its provisions pose many problems of application, especially in societies outside the United States. In applying the codes effectively in the international environment, two principal issues must be addressed. First, some Culture (...) Transcending Guidelines must be identified and justified. Nine such guidelines are identified. Second, some methods for applying the codes to particular situations must be identified. À partir de l’observatoire d’une « consultation antialcoolique » ouverte en 1954 dans le 13e arrondissement de Paris, cet article étudie la manière dont le travail social a investi le nouveau champ d’action du suivi psychiatrique de l’alcoolisme, dans un contexte de mutations de la prise en charge médicale de cette maladie. Le contenu autant que la structure des dossiers de patients de la consultation, que nous mettons en regard avec des publications issues de revues médicales et de travail social, (...) permettent d’approcher le travail quotidien des assistantes sociales, au plus près des alcooliques et de leurs familles. Nous montrons que l’action de l’assistante sociale, devenue centrale bien que subordonnée à celle du médecin psychiatre, s’enrichit d’une dimension psychothérapique et se caractérise par la recherche de la confiance du malade et de son adhésion au traitement, marquant ainsi une inflexion nette dans le rapport aux populations assistées. Cependant, ces évolutions ne suffisent pas à débarrasser le travail social de ses ambiguïtés constitutives et notamment de ses fonctions de contrôle et de surveillance, sources de difficultés, de malentendus et de conflits avec les malades et leurs proches. Implications of algorithmic mediation can be studied through the artefact itself, peoples’ practices, and the social/political/economical arrangements that affect and are affected by such interactions. Most studies in Academic social media (ASM) focus on one of these elements at a time, either examining design elements or the users’ behaviour on and perceptions of such platforms. We take a multi-faceted approach using affordances as a lens to analyze practices and arrangements traversed by algorithmic mediation. Following our earlier studies that examined the (...) artefact, this study’s aim is to understand how algorithmic mediation in ASM may shape researchers’ perceptions. We conducted online in-depth interviews with show and tell (n = 11) with ASM users from four countries, about their use of ASM. Data were analyzed using thematic analysis, and the codes were clustered in themes and validated via peer debriefing process. Four themes—related to exposure to content, visibility, ethical or legal infringements, and engagement—are discussed considering implications of datafication and findability. We conclude that algorithmic mediation constructs a narration of the relevant other in ASM, configuring the other as participatory and productive. (shrink)

Two contrasting approaches to the genesis of the Luzūmiyya rhymed in Ṭasmu serve as entry points into Abū l-ʿAlāʾ al-Maʿarrī’s double-rhymed diwan, Luzūm mā lā yalzam. The first takes the seventh/thirteenth-century litterateur Ibn al-Qifṭī’s account of the Umayyad caliph al-Walīd’s Mosque of Damascus excavations, which was read before al-Maʿarrī, as the inspiration for the poem. This reading elicits the metaphorical connection, through the ubi sunt topos of the Arabic nasīb, between the extinct Arab tribe Ṭasm and the long-lost civilization unearthed (...) in Damascus, and, further, the high irony with which the poem predicts the ineluctable annihilation of Islam itself. The second reading interprets the poem as the product of the extreme double-rhyme strictures al-Maʿarrī has imposed on himself—here the rhyme in -smu. The use of Ṭasm/ṭasm inexorably drives the poem from the lore of tribal extermination to the lexical and motival world of the nasīb. (shrink)

Our growing understanding of human mind and cognition and the development of neurotechnology has triggered debate around cognitive enhancement in neuroethics. The dissertation examines the normative issues of memory enhancement, and focuses on two issues: the distinction between memory treatment and enhancement; and how the issue of authenticity concerns memory interventions, including memory treatments and enhancements. rnThe first part consists of a conceptual analysis of the concepts required for normative considerations. First, the representational nature and the function of memory are (...) discussed. Memory is regarded as a special form of self-representation resulting from a constructive processes. Next, the concepts of selfhood, personhood, and identity are examined and a conceptual tool—the autobiographical self-model —is introduced. An ASM is a collection of mental representations of the system’s relations with its past and potential future states. Third, the debate between objectivist and constructivist views of health are considered. I argue for a phenomenological account of health, which is based on the primacy of illness and negative utilitarianism.rnThe second part presents a synthesis of the relevant normative issues based on the conceptual tools developed. I argue that memory enhancement can be distinguished from memory treatment using a demarcation regarding the existence of memory-related suffering. That is, memory enhancements are, under standard circumstances and without any unwilling suffering or potential suffering resulting from the alteration of memory functions, interventions that aim to manipulate memory function based on the self-interests of the individual. I then consider the issue of authenticity, namely whether memory intervention or enhancement endangers “one’s true self”. By analyzing two conceptions of authenticity—authenticity as self-discovery and authenticity as self-creation, I propose that authenticity should be understood in terms of the satisfaction of the functional constraints of an ASM—synchronic coherence, diachronic coherence, and global veridicality. This framework provides clearer criteria for considering the relevant concerns and allows us to examine the moral values of authenticity. rn. (shrink)

Kur’an-ı Kerim indirildiği günden bugüne hem muhtevası hem de üslubuyla gerek inananların gerekse inanmayanların hep ilgisini çekmiştir. Bu ilgi zamanla onun başka dillere tercümesini beraberinde getirmiştir. Bu tercüme faaliyetleri aynı şekilde hem Müslümanlar hem de Gayr-i Müslimler tarafından yapılmıştır. Kur’an-ı Kerim’in kendine has ve tarih boyunca benzerinin getirilemediği eşsiz bir üslubu vardır. Onun üslubunun eşsiz olması aynı zamanda başka dillere tercümesini de zorlaştırmaktadır. Ancak Kur’an hitabının tüm insanlara yönelik olması onun başka dillere tercümesini de zorunlu kılmıştır. Bugüne kadar farklı dillere (...) yapılmış Kur’an tercümelerinin sayısı yüzü aşmıştır. Bu tercümelerin her birinin Kur’an’ı doğru anlamaya katkı sunmak iddiası, tercümelerde takip edilen yöntemi de belirlemiştir. Bu yöntemlerden en çok tercih edileni hiç kuşkusuz anlamın tercümesi yöntemidir. Bu yöntemin yanı sıra harfi harfine tercüme de başvurulan yöntemlerden bir tanesidir. Merhum Muhammed Hamidullah’ın Fransızca’ya yaptığı Le Saint Coran adlı tercüme bir Müslüman âlim tarafından yapılmış ilk harfi harfine tercüme örneğidir. Muhammed Hamidullah’ın Doğu ve Batıyı bilen ve çok çeşitli alanlara hâkim bir ilim adamı olması yaptığı bu tercümeyi dikkate değer kılmıştır. Bunun yanı sıra daha başka özellikleri ile de dikkat çeken bu Fransızca çeviri Aziz Kur’an: Çeviri ve Açıklama şeklinde Türkçeye tercüme edilmiştir. Bu çalışmada, Türkiye’de hatırı sayılır derecede bir okuyucu kitlesine sahip olan Hamidullah’ın, Türkçeye aktarılmış bu tercümesi değerlendirilecektir. (shrink)
